As you might expect, GTA: San Andreas portrays C.R.A.S.H without even changing the name. In the game, the unit was created by Eddie Pulaski and Frank Tenpenny, and the main goal was to clear the streets of Los Santos from gangs.
It might be the EXTREMELY small territory in Vagos' 'hood under a bridge somewhere (not exactly sure where). This territory is very small and if it's the only one you have left gang members may never spawn there. Walk around and see if you find any Vagos in the alleys and streets around it. Also if you look on the map note it is bright yellow
